IMHO, those attacking missile units would or should have already been eliminated.
If the missile units were fixed yes, but if they were off the back of (spread out) mobile trucks it's kind of a waste of good tomahawks, as the trucks move after shooting (if they know what's good for them; they don't even turn the engines off and are hauling ass out of there seconds after firing).

One wonders how good their aim is/was or if they aimed poorly on purpose, to make a face saving response, but try not draw a larger retaliation. Time will tell.
Unless our capability has been degraded, we should know where and what launched those missiles. We should have been expecting some sort of retaliation, if we weren't, we need some new military leaders.
Edited: But then, we may have been fully aware of who, what and where this was coming from but weren't allowed to respond. It's happened before...……….
