U.S. District Judge Roger Benitez in San Diego called the regulations "onerous and convoluted," adding that they violate a citizen's Second Amendment rights. "Criminals, tyrants, and terrorists don't do background checks," he added. "The background check experiment defies common sense while unduly and severely burdening the Second Amendment rights of every responsible, gun-owning citizen desiring to lawfully buy ammunition."

Unbelievable what will they think of next. Fortunately I reload but I would never carry my own rounds I only use them at the range and for competition. I thought NY was bad!

I also reload mostly for the range and hunting. But...there have been several occasions over the last few years that I can buy bulk 9x19 ammo for less than the brass alone. I believe this is the second time a federal judge has ruled against the peoples republic of CA's draconian gun laws this year. Filling those vacant judge positions with rule of law judges really makes a difference.

Surely Benitez is not in the 9th District? I have heard of no sanity eminating from there.

Judge Benitez is a senior judge in the Southern US District of California, UNDER the 9th US Circuit Court.
The irony is he was born in Havana Cuba (where everyone knows how well communism works).
And in 2017, Judge Benitez issued a preliminary injunction finding California’s voter-approved ban on gun magazines over 10 rounds (Proposition 63) unconstitutional, and enjoined the state from requiring high-capacity magazine owners to turn over their previously legally-acquired magazines. But, after the CA attorney general appealed that injunction, Benitez modified that injunction (pending that appeal), to stop further 10+ magazine importation into CA (apparently as soon as his injunction was issued, a few had been purchased by CA residents), but did not reinstate confiscation or criminalization of those who owned them.
Also, the Senate confirmation of Lawrence VanDyke and Patrick Bumatay to the 9th U.S. Circuit Court of Appeals this month (December 2019) brought to nine the number of appointments President Donald Trump has made to the 29-member bench that serves as the last stop for nearly all legal complaints lodged in nine Western states. Democratic-appointed judges now hold a three-seat majority, compared with 11 at the start of Trump's presidency.

You must be referring to the 9th Circuit of Federal Appeals - Trump has been replacing retiring judges with those more restrained than the liberal majority.
