Take a couple long srewdriver or pry bars and pry up on the bearing. This will let the outer race and bearing fall out and leaving the inner race still on the steering stem. Get a die grinder with a cut off wheel and start cutting the inner race into like cutting it up and down. Just before you break through the race it should turn loose. Should be able to take a screwdriver and hammer and knock it loose. Say that race to use to install the new bearing. Just cut the race into on one side so when you put the new bearing on you can knock the old one back off.
