I bought a case to install on the back of a 98 valk ct. What is the best way to install it? Is there a rack made for this model, or should I make my own? Are the brackets that hold the backrest strong enough to support a case?

The photo shows the original Honda rack.  There are many similar aftermarkets, between $50 and $100.

Mine has a warning sticker with a weight limit of 6.6 lbs, but I have no doubt it will hold much more than that.
