Probably a stuck float in one of the carbs. Dirt, Gunk, Rust or some such in the carbs. Could try Seafoam or some other carb cleaner to clean it out. Or pull the carb bank out and disassemble and clean. Want to make sure to shut off the petcock when not running to help avoid fuel running down into the engine and causing hydrolock. These issues can be read about by searching hydrolock in the archives. Good luck with the repairs cooldude

I would not turn the thing over with the starter without taking out the spark plugs you may run into the dreaded hydrolock there is much reading on the subject. You can try cleaners but I would recommend taking the carbs apart and cleaning them maybe even replacing the float needles and also see if someone removed the hoses to the carb drains because it is supposed to drain under the bike.
Another choice is you may have some bad hoses or seals that go in between the carbs and supply gas to each one. In any case check this out and find out where the gas is coming from because it could turn into a headache.

Lots to talk about here...  First, if the carbs are leaking while parked with engine off, then you have 2 problems.  Bad petcock (it can be rebuilt for about $25) and 1 or more float needles stuck open.  This is a recipe for disaster!  (read hydrolock!)  As stated earlier, I would not advise hitting the starter button with plugs in until this is resolved.  Hydrolock is nothing to play with and requires a total tear-down of the engine to repair the damage that results.

You might try draining the carbs and blowing compressed air into the fuel inlets to try to dislodge any crud if you're not comfy tearing them down.  Leave the drain screws open while doing this.  You could alternate with some carb cleaner spray.  If that doesn't do it, get them cleaned and then rebuild or replace the petcock.  You can also add the Dan-Marc electronic fuel shut-off valve as an added layer of protection.
