'99 Valk forward rear fender

Question for some of you Valk veterans---I am assemblying a basket case 99 and I have two nuts at the lower end of the rear fender front section and I see nothing to bolt it to or bolt thru.  On line manual is not clear.  Can anybody help with explination-----pic if possible.   Thanks!!!

It bolts in  the back open section of the plastic batt. box.
