Try cleaning the contacts where the wires plug on to the switch. Most likely  just dirt. Check to see if you can hear a click when lever is pulled.  You can also try spraying some contact cleaner in the switch its self. Switch is cheap if it is the problem.

Yes it should come on ( rear brake light ) when front brake lever is pulled.

also comes on with the rear brake is pushed down...in a pinch you could *ahem* cover the pedal and the lever at your inspection. When they say, "rear brake" hit them both.  When they say, "front break," hit them both.  Gets you past inspection so that you can fix it later.
