I believe those are molded in as siping, but It really does not matter.

He plugged it fairly well and all with no help from the Chicken.

Plugged is better than flat, but booted or patched internally is better.

That is not what should be done to a hole that small. When you patch you will loose some integrity in the tire. Usually its a nail or whatever but there is usually a single hole and the method he uses does work great for a hole repair. But with what he pulled out I would take it off and get a internal patch and then vulcanize it. When you insert the rasp for the tire repair you want to try not to split to much or break the cords of the tire. This will insure the best possible results with the least amount of damage to the tire but the way he did it he had to actually make a hole in the tire and then patch the hole he made not good.
