Was at radio shack and noticed they had a vol control that goes between my mp3 and my speakers. Anyone have a idea if this is a good thing or not? I hate digging around my tank bib for the player to turn it down at stops. I could mount this to the bars. Wondering if I have to turn up the vol on the player 1st or will the contols work by themselves. Hate to spend $40 if it doesnt work.

You will have to turn up the volume on the player and then use the other. Here's a better price.

My old Creative ZEN mp3 player has an optional in-line remote.  It controls volume, mute and track forward-back.  I use it on my BMW r1200GS, since it has no stereo.  Velcro'd the control near the left handgrip. Some iPod models have both wired and wireless remotes available.
It may be that other brands also have either factory or aftermarket options.  Look around.

Since it's probably not a powered unit, I'm sure that it's just a variable volume limiter.  Therefore, you will want your other volume control set for max, so that the remote control can then turn it down from there.  "Max" on the remote will be whatever setting the player's volume is set for, and "lower than max" will be some percentage of that.
