If your bike is a standard or Tourer, there is no relay, and the only causes are:
1. bulb burned out (have you changed the bulb?).
2. handlebar hi/low switch needs cleaning or replacement.
3. break in wire from switch to headlight plug.

Shakie:

Go to this link for some really good wiring diagrams for the Standard/Tourer and another for the  Interstate: http://www.rattlebars.com/valkfaq/schematics/index.html

If you have an Interstate, there is a relay for low beam and another for high beam.  Both are under the seat.  If it's not and Interstate, the other guys have the right idea, start tracing the wiring.

BTW, my wife's family is from Lumberton.  Do you know any Burchette's or Parnell's?
