Generally, the consensus is that LEO's will allow 10 MPH over the posted limit and that is pretty well accepted throughout the USA.
To whom do you attribute this consensus?  I do believe you are now talking out of your ass and this is coming from a former POST certified sworn LEO.

Yeah, I think that is a pretty BROAD statement.

Sure, most of us know certain areas/roads in our own local where we have a pretty good chance of running 8-12 over with out a ticket.  But there's sure no guarantee, and all bets are off in neighborhoods, around schools, hospitals, and at peak enforcement times.  Or if you are changing lanes, overtaking traffic and being conspicuous.... or if you are running all by yourself at 10 over right into a bored guy with a Lidar who wants to chase you on his new bike.

Now if you do 10 over on I-95 between DC and Fredricksburg VA on a workday, you will be impeding traffic in all lanes.

I think you will not get a 5 over if you are behaving yourself..... but 10 over is no guarentee.

If your not doing 65-70 mph on I-465 around Indy you'll be killed. Its posted 55 mph.  ???

I have the Madco rider too, on both bikes. 

But it's not a cruise control (which are electronic, and attempt to maintain speed up and down hills).

The madco is a Throttle Lock, not a cruise control.

A 130 dollar throttle lock is prohibitively expensive.
