Why is it that there is no common sense with so many people out there? How is it that they could not see that an 18 month old child could not be the person on the list?

Because nobody wants to take responsibility for making a decision that goes against the SOPs. There are rules and regulations, and the public's cellphone cameras that they have to adhere to. Within the SOPs, there are probably a dozen or so "examples" of variations to the rules, but I'm sure that nobody thought of what to do if an infant's name appears on the list. Since there was no example of what to do in this particular case, they followed the SOPs to the letter.

Kikelomo Leann Ogunfowora When she applied for her driving learner's permit, the DMV clerk noticed that in her last name, the "g" was incorrectly made a "q" on her social security card. She had 3 or 4 other forms of ID with the correct spelling, but the clerk refused to help her out that day and sent on the wild goose chase of now having to deal with another govmntl headache to deal with. The SS office didn't care how her name was spelled as they've been taking their share from her paycheck anyway, so why should the DMV care? Simple, the DMV clerk didn't want to take any responsibility for making a decision. Oh, and BTW, this made me look closely at
my SS card and guess what, for 40 something years, my middle name, Matthew, is spelled with only one "t" !
