One of my saddlebag rubber cover seals/gaskets is coming off,,it appears to be held on with clear silicone. Looks like the PO used this.

So, the question:  are these seals fitted dry or what?

Seal is in good shape, so I expect I can reuse it. Looked up
the price for a new one and just about fell out,,,, $4.00

I used
a good glue and resealed it. No more problems in 5 years.

I replaced the seals on my Interstate and they were a straight pressure fit.
No leaks!
