That's likely associated with your incoming Internet connection, rather than some problem with your computer. Go to one of the broadband speed test sites and see what speeds you're getting.

Only 6.5 download sucks. But it may be all you're paying for. I think you can login to your account online and see what you're paying for. I have U-Verse but I'm paying for 18.... And getting it.

But before we can blame your skipping on the speed we need to know what speed you were getting before you started having the issue. The only way Ro know that now is to get in touch with their support people to see what you're paying for. They could also be having an intermittent problem with your feed that you don't see on the speed test. Either way, I'd get on the phone with them and let them check it all out.

There's what's causing your skipping and pausing. You're not getting the bandwidth that you're used to having. It also could be dropping even lower intermittently. They didn't set it on low speed intentionally. Something is wrong with their feed or maybe your modem. They'll probably fix it right away if you get them on the phone.

You shouldn't be having that with any anti-virus software. I'm not very familiar with any of it but my thoughts are that you have way too much "security" running in the background. Do you run one of those packages that 'protect" you from "everything"? Does it scan everything you ever do and watches every site you ever go to, etc? If it was mine, I'd go through the settings and turn off all that crap. There are guys on here who can give you way better advice on PC stuff (I'm a Mac user/technician) but I've had clients who had a pc or two in the building with the problem you've described right after installing a miracle anti=virus package that would protect them from worms to flying pigs when and if they ever came by. I changed the settings and turned off all the ridiculous scanning and background stuff, leaving on just the "normal" things to protect a pc and they got all their power and speed back.

Disclaimer... repeat... I'm not a Windows user and I'm not thoroughly familiar with anti-virus software. I'm not advising you to turn off your protection. Just saying that if it was mine I'd trim it down. YMMV

Virus stuff - I use Microsoft Security Essentials, and my computer pretty  much
sucks for a few minutes at boot-up, after that MSE doesn't seem to get in the way.

I think "real time protection" is important, so I wouldn't turn off any of the recommended
settings...

This thread has convinced me to call ATT, though... I have the most inexpensive
kind of DSL... the ATT speed test shows .66 mbs download and .1  Shocked mbs upload... I don't think
it is supposed to be THAT slow... I rented a movie from iTunes once, it took eight hours to
download...
