The hose marked #9 coming out from under the tank connected to #10 tank storage gets caked with greasy gunk.. Is there a reason for this?  Everything else under there stays pretty clean.

I removed mine and cleaned it. I don't think it is something to worry about, on occasion a little oil will get sucked into the air box, the rest goes down the drain tube with the plug at the bottom of the bike. Remove the plug and drain once in awhile.

That is called Dragon Drool.  It is a nasty oily watery mess.  It is a moisture/oil mist mixture that is sucked into the air box from the crankcase.  Make sure you have a catch can under the plug (#8) when you remove it.  You do not want to leave the plug off as you could (if the stars properly aligned and the moon was in the correct phase and you were stuck riding in a torrential downpour) suck water into the tube and up into the air box.  As previously stated, drain from time to time but especially if you are riding on humid or rainy days.

I do drain the drool.. the cake I am referring to is external on the outside of the tube on the upper part as it comes out of the airbox under the tank

I would check that tube for cracks or fitment then.
