Pretty hard to guess what it is without knowing exactly where the gas is coming from. If it is from the top it is the tank o-ring. If it is coming out of the weep hole it is the smaller diaphragm inside the petcock. Being on "On" or "Reserve" should have no bearing on the leak, except for the fact that if the level of fuel in the tank was too low to run on "On", it was also too low to leak on "On".

The only o-ring is at the screen in the tank, which didn't leak for 10 minutes in idle.  I'm pretty sure the diaphram and other rubber component were well seated at reassembly. If not, why wouln't it leak when in the "ON" position. Isn't it just the ball that moves when you switch to reserve?
