No matter how smart, dumb or poor you are, you are guaranteed the right to bear arms. Not to issue a permit because you can't afford it or aren't smart enough is a violation of your civil rights guaranteed by the US constitution. I can see a storm brewing on the horizon for Lowell.

Meanwhile, the governor of Maine is calling for gun owners to shoot and kill drug dealers. What a difference a few miles makes.  If it weren't for the winters I would consider retiring to Maine and getting my "hunting" license.
