Hello,
Just completed rebuilding all six carbs on my newly acquired 98 tourer.  I counted the turns out on the low speed mixture screws when I disassembled and there was quite a difference between them.  Some were as low as 2 turns out and some around 3, and one a little over 4.  Should I duplicate these settings on re-assembly or set them all the same, like around 2 turns out?
Any advice here would be a great help.

I'd leave them like they were unless you plan to readjust them per the procedure in the tech manual. It's not uncommon for them to be set differently, even from the factory.

set all 2 1/2 turns then u need to sync the carbs.  Digi-sync is the best to use.

just curious,  at what throttle position or is it rpm does the low speed jet stop its primary function?

For now I am syncing the carbs on the bench, it might be a little bit before I can sync them on the bike.  With this in mind, should I leave them as they were?

Also, is this mix screw used when syncing the carbs?  I was under the impression this was done using the throttle screws.

As 98 said initial set around 2 1/2 out then tune as needed after you do a sync.
May need to recheck the sync after sorting the mixtures.

there is only one throttle screw, which has the black plastic knob.  the others are idle mixture screws and they control the pilot jets.

The pilot jets mostly affect 0-1/4 throttle, but they also affect small throttle movement from 1/4-WOT. provides smoothness of throttle changes.

The starting point for initial startup is 1 3/4 for 49 state bikes and 2 turns out for CA models. Fine tuning with syncing and exhaust temp measurements sometimes result in 2 - 2 1/2 turns for final settings.

The Manual for the I/S states 2 1/2 turn initial setting.  Then follow the procedure.  Generally they all end up around 2 1/2 anyway.
If you have had the carbs apart then start from scratch at the initial setting.
There are 6 pilot screws to adjust and once you have the carbs in the bike there are 5 adjustment screws for the throttle plates (sync screws).
