I have a 1999 IS with 13,000 miles the clutch does not engage till the last 1/2"-1/4" when releasing the lever is this normal? I have changed the fluid and bleed the system but no change.  My other bike is a 2010 triumph thunderbird and it has a manual clutch.

Normal  cooldude check the little brass bushing in the lever for wear. They get tore up and deformed.

IMO with that few miles it's probably not the clutch itself worn.  seems like still something with the hydraulics, or maybe the lever bushing?

That's what mine does. After market levers can change the feel as well. You can bleed it and see of it changes but it may not? 13,000 miles there should be no issues.  Are you the original owner?  This bike isn't even broke in yet and there shouldn't be a clutch issue unless it was abused.

If they are chrome, they are aftermarket. Your clutch is normal. The bushing that pushes on the pin is the one you need to examine. With your low mileage it's probably fine.

Edit, I just remembered some of the GoldWing levers guys added were chrome. But they are not stock to the Valkyrie .

The clutch can be hard to bleed completely.

Try zip tying the clutch to the handlebar for a couple of days & then tapping on the banjo nut at the master cylinder before removing the zip tie.

This has worked for me.

I got it this spring from my dad he let it set for two years. I have run seafoam and B-12 through it. It has helped the carbs but I plan on doing a carb rebuild this winter along with valve adjustment and timing belts just for peace of mind. And hope to do a speaker upgrade and add rear speakers to make my kids happy. This is a fun to ride bike my other bike is a 2010 1700 triumph thunderbird as has not been riddenmuch since I got the Interstate

I am always surprised that people are so quick in rebuilding their 6 carbs, because of rough running after extended storage. Rather than just ridding it with fresh fuel and using a good carb cleaner.

I know there is a time and place to get into the carbs, but just using the bike as it was meant to be, is a whole lot easier and more enjoyable. It is amazing how many times people who have stuttering issues, use a stronger than normal dose of cleaner, multiple times, and/or different brands, and then report that after a few tanks of gas, how much better it runs. Most no longer go to Seafoam as a method of fixing this issue, not strong enough.

I used Seafoam and now Stabil Marine for storage. Then on my first new tank of gas, 1/2 can of B12.

Kuryakyn adjustable chrome levers for gold wing GL1800 will fix your clutch engagement. Cut off the stem that prevents install....then it will fit....I have these on 3 valks. Easy to cut with just a hacksaw. Works perfect.
Also as others stated about fluid.

EDIT: Uh oh, a few sites I checked say not available. Perhaps they were replaced by the Kury boss blades adjustable levers.

Could be the bleed port is plugged in the master cylinder.  Does it get worse the longer u ride? the hotter the bike gets? Does the clutch start to slip?

If you have the OEM clutch lever slip it on and try it.  I once had an aftermarket lever that would not let the clutch engage because it didn't have the same angle as the OEM lever.  A careful comparison and a few minutes with a file fixed the problem...Jim

skip timing belt should last 100K, not just 13K as on your new to you Valkyrie.
