The best Hwy pegs for Valks are the Kuryakyn 4050s. You can see (below link) that the clamps are really HD and will not rotate, and they are infinitely adjustable, and good for short legs, and unlike any pegs mounted outboard on the engine guards, when folded up they will not hit (or snap off) in a tip over or a fall and slide.
But, to mount them where they should be mounted on an Interstate (down low on the engine guard arm underneath), the stupid
air scoops need to be cut off. (No one has ever satisfactorily explained why they are on there to begin with. It may have had something to do with heat and air flow. But they are absolutely not necessary, and are cut off one of my interstates, with no issue. Just paint the cut edges with clear coat. The cuts cannot be seen without laying on your back.) The 4050s
can be mounted behind the air scoops (even lower), but that is not the optimal mount point. The scoops is the reason many sites say the 4050s are not for interstate, but they work fine, with the scoops cut off.
And they will work on 1" engine guards.

But if you're really on a budget, you can get a pair of Kuryakyn Dully pegs, a pair of of Kuryakyn one inch hinged quick clamps, and a pair of clevises, and just put them on the outer sweep of the engine guards. You do not need offsets which just make your legs go out wider. I have them on my other interstate, and I only have a 29" inseam. But the deal is, you cannot mount them square to the bike sticking straight out, you have to swing them back angled so they fit your legs/feet coming forward in a Y shape, not an H shape. They look a bit crooked mounted this way, but it is the correct way for them to fit your feet; and shorter legs require more angle on the mount.
Kuryakyn does not sell any of their (cheaper) assemblies with one inch clamps, so you have to buy the parts separately (and bolt them up yourself).
