well,  ive got a 97 tour., 26m  is it time for valve adj, or carb adj, no issues with above, just advise, shinko or avon rear tire?? doing final drive and spline service when rear tire replacement...

Bet the valves are spot on within spec, maybe a carb syn and some carb cleaner run through it.AVON.

I'm currently running Shinko Journeys front and rear, previous rear was Avon.  While the Shinko isn't bad, the Avon was more confidence inspiring.

Do the nut cage mod and throw a 200 Avon Cobra on the rear, looks good and improves ride a bit, in my opinion.

My experience with a "Stinko" tire is it's a miserable piece of junk don't buy one. Do yourself a favor and get an Avon a Dunlop a Bridgestone or go dark side anything but a stinko. You can read my comments in a recent thread entitled "something's changed for the worse."   I'm now stuck with it for however many more miles I can stand it, but I will never buy another Shinko brand Tire as long as I live. Just my 1.5 cents.
