How to get the radiator cap off?

I admit it's been a few years since I've had the radiator cap off, and I recall it always being tight, but this is ridiculous. It turns about 1/8" and I can push it down a hair, but no way does it seem to turn more than that. What to do?

There's an allen screw in the side of it you have to loosen first...

Will check tonight! Thanks for the suggestion. How much fluid should be in there?

It's marked, I'd fill it to the top line.

If it's been a few years give the old girl a treat and empty and fill with new 50/50 SILICATE free. Buy it at the Honda car dealer.
