A few days ago the petcock on my 2000 Valk Std. started to drip.  It works fine.  It appeared as though it was leaking along the seam of the riveted plate on the left side of the petcock, but I was unable to see it well enough while it was on the bike to verify that.  I took off the tank, removed the petcock, installed a new O-ring at the tank (thinking that was more likely the problem) and reinstalled the petcock.  After putting in some fuel the petcock leaked as bad as before.  I still have the tank off, and as near as I can tell the petcock really is leaking along the seam between the body and riveted plate on the left side. 

My questions are these:  Has anyone had a similar problem?  If so, is the petcock irrepairable, or is that type of leak a function of something gone bad inside the petcock, such that if I rebuild it, it should be fine?

I have a new petcock on order, but am wondering if I should rebuild this one as a spare.

I grew tired of the vacuum petcock and put a pingle petcock in.

I'm not sure what is included in the cover set but you likely have a bad vacuum gasket I had a similar problem a few months ago but my leaked on the inside and filled the motor with fuel.  I bought a Chinese aftermarket replacement petcock while is looks and feels like a cheap Piece of crap I will be honest it is a piece of crap but after tightening all the screws it works fine and it was only $35 delivered.  I would spend the money on a Honda part for a little over $100 I may replace it again just for a comfort level. 
I think you could get away with a rebuild kit.

I fixed a horribly leaky one with a cover set... there's stuff that could go
bad behind the rivets that a cover set won't fix, but I don't have any
experience with that...

I like to use the test at the end of this shoptalk article after a rebuild

based on the last link I can tell you that if you leak is coming from the vacuum side then this kit will fix it if it is coming from the valve side then replace the petcock!  Me had problems on both sides the valve didn't turn off the fuel and allowed fuel to flow from the reserve feed and the vacuum membrane was shot allowing fuel to flow without running and it also allowed fuel to flow into the vacuum line to fill the motor.
Trust me you want to avoid this situation!  Fix or replace ASAP

Ditch the OEM POS and replace with a manual Pingel.  In 15 years and 125k miles, no problems.

Over 10 years ago I had a leak from the side with the rivets. As I remember I removed the rivets, sealed it up inside, and reassembled it with small screws. It worked until a few months ago. This time I just bought a new one. $125 isn't too bad.

There is an o ring type gasket behind the riveted cover. Only solution is to do as Dave says and drill out the rivets and put some sealer around the gasket and re-assemble with bolts or buy a new petcock. Here's a picture of the seal
