I just bought the 99 interstate and I was told it had a cb but doesn't. Now I am trying to find one. I seen one on eBay and I bid 250 for it. Is that a good price for one and is There any other options.

It may be a fair price now, they used to go for double-triple that.

Other CBs can be made to work, but not with the Interstate handlebar controller.

They were designed to fit underneath the trunk.  There may be a few other mount parts needed to make that work (or home made parts). 

It'd probably be nice to have a Valk CB instruction manual/pamphlet.  The handle bar controller is not exactly intuitive.  It's on here (if the link still works) http://www.valkyrienorway.com/download.html

Now need the Valk antenna. There is also a noise filter that installs near the front of the tank....
Been a few years so there may be other things..

It comes with the cb, antena, bracket and wiring. Hopefully it has everything I need to hook it into the bike

I downloaded the instructions on how to install. It says to put a noise suppressor into the bike. One didn't come with it so is it something that is really necessary for it

Can't answer about the noise suppressor as I have had it in since I installed the CB. You might try the question on the tech board.
