Been there.
(If this is real and not a joke) word to the wise; you can go legal and call the cops (noise ordinance) and/or animal control (neglect) (over and over) and try to make it stop. Or you can vanish the dog.
But doing one before the other puts you squarely in the suspect zone after the disappearance.
It's always the owners fault, not the dogs fault, but it's troublesome shooting the owner (though people who let their dog(s) bark for hours on end every day (and night), forever need shooting.
PS: Look out for cameras.

Not many Dog lovers here I see !!!!
1/2 true 1/2 for laughs. My neighbor does have a 10lb little yapper but as soon as my pup (78 lb Shepard/Husky mix) goes out there it shuts right up so I won't need to "do away" with the little guy.
As for Raccoons in the garden, just trap um and then teach him to swim in a bucket.

I like dogs quite a bit, but if a human neighbor went out (next door) and barked 12 hours a day, I'd try to figure a way to get rid of him too.

Like I have always said, If you want to know if your best friend is as faithful as a dog then lock them both in the trunk of your car... When you open the trunk see which one is happy to see you...
