I picked up a new to me Interstate. On my Tourer I fought a fast idle problem for weeks. This bike has the same problem. When it gets hot, the idle is fast and it won't idle down immediately when the throttle is released. I see one of the intake o-rings is leaking, so that will be the first cut at the problem. Red-eye intake o-rings, vacuum caps, and vacuum lines are on order. At least this time I know what I am in for. I'll post the fix for the future. By the way, the Redeye desmog kit fixed the Tourer.

Better to be judged by 12, then carried by 6.

The thoughts of many members would be a sluggish throttle cable or maybe a stuck enrichment circuit. A lean fuel mixture will make the bike run hotter too. B-12 is a great carburetor cleaner 1/2 a can in the tank and going for a ride is next. Keep in mind the high speed circuit comes into play at about 3000 RPM's. Try these first before digging in, since you stated both bikes are doing the same, check your carburetor sync and pilot jet settings too.
My high idle would show up after a high speed run, but my findings were from a different problem. I live in Florida and the bike would head up to 1500 RPM's on its own either from idling too long or running highway speeds. I found that my bike was missing the air dam between the carburetors and radiator. Using a digital thermometer, I found the number 1 and 2 carburetors (front two), temperatures to be at 229' when the idle would creep up. I belive the fuel in the carburetors was probably pressurizing from the heat and forcing its way thru the idle or high speed jets. I tested my theory by letting it idle until the idle started creeping up and then spraying the front carburetors with cold water to cool them down. The idle dropped significantly down and I found my problem. After installing the interstate air dam my problems went away. The standard or tourer dams are different designs.

Fast idle and slow to return to idle are classic symptoms of a vacuum leak. I've heard the intake runner o-rings are starting to become an issue on these bikes that are now +/- 20 years old and if the bike hasn't been desmogged any of the vacuum lines off the runners for that system could be leaking. To me this is a good excuse to just use Redeye's desmog kit and eliminate all of it, along with replacing the o-rings. If you have the OEM petcock check the vacuum line to that as well (and maybe rebuild it if of unknown history, the failure rate of them is way more than I'd want to chance with hydrolock as a worst case result).

When I got my new-to-me '98 Tourer I found virtually all the clamps on the intake runners were loose as well.

Good advice, and my thoughts too. I'll replace the intake o-rings, all vacuum lines, and caps. I'll do a complete desmog if it still has the issue.

It's a Blue and silver 2000. 37K miles. Sold the Tourer to a friend, so it's still in the family. It's been a few years...long time no see. Reach out if you get some time off and want to ride. There's plenty of Mass I have not ridden. Greylock is a favorite ride...been there several times.

That color combo has always been my favorite I/S paint.  My little sister bought one new leftover in 2002 and it’s a beautiful bike.

Enjoy...

Just posting an update. Not fixed yet, but I did replace the intake o-rings. 4 out of 6 were leaking and I replaced the #6 vacuum line and all of the vacuum caps. I have not replaced any other vacuum lines yet. I might just get the desmog kit, but I want to try a can/s of B12 first.
