I am thinking of painting the 2 plastic side covers under the drivers seat. They are chrome finish and each is scratched. I would like to paint them black gloss. Anyone have any luck doing this?

  Yes . but the chrome will have to be pealed off. There is a spray plastic available that will spray over the chrome and if you do not like it , it will peal off.  ALSO , think about trading with a member for your color choice.

I'm sure someone would like the chrome. I've used the plastic spray on my GW valve covers. It does seem to come off (scratch easily), and I haven't even mounted them yet. So far, I've used flat black. Don't know if you could use a gloss.

Also, Duplicolor has a spray Black Chrome, I bought 9 years ago for my 1st IS, and never got a chance to use it.
