I bought a set of chrome cam end covers. I’ve not had to adjust my valves yet, so I’m unfamiliar with them. My question is: Will I pour out oil if I remove them to swap the covers? Is there oil sitting behind them?

No. No oil no worries. Just two bolts and they are off

There are gaskets you should not damage. I think it just keeps dust out of the cam bearing area.
