I just bought a 2001 IS. Seller had it sitting in a barn for the past 8 years and it would not run well, despite only 10k on it. He took it to the Honda dealer and they removed, cleaned and syn'd the carbs. Radio and clock were working when it went in but not when it came out. I do have a clock but am unable to change it. All the radio features light up in the LED when you turn the key on but that's the end of it. I suspect that they had the tank off to do the carbs and have missed plugging something in. I don't have a manual yet so don't know if there is a harness under the tank and air box. The radio control over the battery appears to be a sealed unit. Fuse looks ok too.
Is there any easy options to do before going back to the dealer who will no doubt blame me.

Do not go to the dealer. Someone will give you the info. There is a brother or sister near you. I work on Valks , but there isn't anything directly under the tank to cause the issues. The main feed wiring runs on the frame next to the tank. It may be a loose plug. The wiring diagram will help. A manual is a must.

Will bet it is the harness plug down by the swingarm has corrosion on it. Only other thing to think of would be alternator but not at only 10 k.

Hello and Welcome.

Maybe add your location to your profile, and you'll garner some local help.

The Service Manual PDF can be gotten from here.
http://valkyrienorway.com/download.html

Then look for a paper copy somewhere.

I've scanned the pages from the IS manual for the radio controls, can email to you.

You can see the clear (darkened) cover on the right, there is a blue and yellow 30 more or less pin plug there. This comes from the radio under the seat. Just find the radio, follow the wires out of it, and insure they are all plugged in somewhere.

The upper button on the back of the controller on the left bar.  Press and hold it for a couple of seconds.  This will turn the radio on

That would be the button above the push to talk for the CB.

I havn't had any luck solving this yet. I am going to try to find some of the local guys here in Calgary and see who knows something about it. If I get lucky I will try to take the radio control box out of someones bike and plug it into mine. I've had all the plugs apart and all seem to be ok. Took the tank off and nothing under there. Dealer did say that if they were responsible they would be good for it. Guess I could take it to them and at least let them look. Maybe they have a tech that knows something, but somehow doubt they are going to admit it.

Open up the radio control unit on the handlebar and spray all the switches with contact cleaner while working the switches.  Might be some corrosion in there.
I've had to do this once in 19 years and 60,000 miles.  Also, keep that controller dry.  Cover with a Ziploc sandwich bag when washing or riding in the rain.

I’m in the same boat. Clock button. My guess is it’s in the pod. So I’ll be in there soon.

J&M makes a cover for their JMCB-2003 which works well for purposes of covering the Hondaline Std/Tourer CB control head, the I/S radio control head and the I/S CD changer controller. I keep several of them on-hand for washing the bike or riding in wet weather (though the Valkyries aren't my first choice for it these days).

Before you spend much time chasing this, get the radio instruction manual from Gordonv. The radio controls are excessively complex and non-intuitive. You probably only need to activate the correct functions.
