Hey guys,
  Okay, I think the CB worked when I bought the bike, at least in as much as it powered up and showed on the display, but that's been a good while back and I might have looked at the radio preset channel number and thought it was the CB channel number  (I never tried to "use" the CB, so I can't be certain now).
  I had to take the engine out for a hydrolock repair, and it definitely wouldn't power up after that.  I checked and had no key-on power at the 3-pin white connector under the right side cover.  After some reading here on the boards, I checked the splice block under the battery box and while not terrible, eliminating the block and straight-wiring the connections as suggested gave me power on both wires of the 3-pin connector (plus fixing a headlight issue as well).
  Problem is, the CB still doesn't turn on or show in the radio display.  I double checked power and ground at the 3-pin, and all are present as required.  The round connector is plugged in firmly as well.  Everything else on the radio seems to function normally.  The CB just doesn't show up when cycling through the options with the radio power switch (I've got a copy of the CB owner's manual and this isn't my first Interstate with CB; I know how it's "supposed" to work).  It only shows the radio, then Auxiliary, then back to radio (and of course, "off" if I hold it).  The service manual doesn't get into trouble-shooting the CB since it's an option.  Does anybody know what I need to check to see what's up?  I've got pro-quality volt/ohm meters and am not afraid to use them, lol.

check the round connector that plugs the cb into the radio. sometimes it will lose connection even though its plugged in. that connection should be on the left side as your sitting on the bike right beside the radio. it will be round and black and should run back along the left side frame to the cb.

I think I would unplug everything and plug it back in. There are two round plugs, one for the CB and one for a 6-CD Changer, not sure if they are interchangeable, but worth a look.

I just realized I never came back to update this thread. The problem wound up being the main data cable running out to the CB radio, INSIDE the AM/FM radio. The internal connector to the circuit board had worked loose, probably from the cable twisting and flexing during battery service over the years. I pressed it firmly back onto the board and no problems since. Maybe this will help somebody some day.
