You will need to purchase a set of these brackets.

I have the brackets but,  I'm thinking I need longer bolts and some sort of spacers.

The way you do this is to pull up an OE parts diagram and parts list, print it out, and study it for the hardware you need.  It's helpful if you can blow up the assembly picture before printing.  The actual hardware parts are described in the accompanying parts list.

Either order OE Honda parts, or take a list to a good hardware store and buy stainless.  Now when the OE part calls for a flange bolt (chrome with built in washer), you get a good stainless hex bolt and stainless washer in substitution.

This is one of the more detailed parts diagrams (so put your bifocals on  Grin).  I used a 99 interstate fish (my bike), but they are all the same for CF and CT bag mounts.

My tourer bags requires just 4 bolts per bag. 2 on the bottom and 2 on the sides. Each bolt has a rubber grommet and a collar that prevents over-tightening the bolts. Are you asking about the bolts that secure the brackets to the frame? The bags then bolt on to the brackets.
