I don't understand why the videoing vehicle didn't slow down and keep away. He could have tucked in behind the semi.

I understand your statement and tend to agree.  I was taught to just sort of let the idiots do their thing unless you are your family is in harms way.  But.......  this type of behavior goes on and on and on and the only way they are held accountable is if they are reported.  But thats hard to do too.  If you have a dash cam, you can get the video and send it to law enforcement which will get you nada. 

Just one example, not the same as the video.   Yesterday, on my ST1300 traveling west on I-26, medium traffic, not bad, not light.  Semis and trucks with trailers in the right hand lane.  For about 10 miles, more or less, there was a car in the left hand lane that was sort of blocking traffic.  He stayed in the lane, never changing back to the right as he passed trucks and other vehicles.  He would pass and then slow down so that he was just ahead of the vehicle he had just passed.  The cars behind him could not change to the right lane to get around him.  Finally there was a break in the traffic that allowed one car to get around and pass the car. 

This car pulled back into the left hand lane and slowed down to about 50 MPH.  This went on for about a mile allowing all the traffic behind the car to get around him. 

I am not condoning what the driver did to allow traffic to proceed.  I know the driver of the car holding up traffic will never figure out what happened and why. 

So, my question, these types of drivers are all around us, staying in the left hand lane on interstates, holding up traffic, how will they learn that they are not only breaking the law but endangering everyone else on the highway?

        Pick Any urban area anywhere in CONUS and I guarantee you can and will find this idiocy at any given time on any given day. I base that statement on all the years I spent in the high seat of an 18 wheeler having turned a wheel in every state in the Union 2 Canadian provinces and by mistake Mexico. Lets just say at times stupidity reigns supreme. Happy the Rider wasn't hurt. Far as the duid in the white cage-ALWAYS expect the Unexpected. Has worked for me a lot of years and works with what ever I'm in or on. RIDE SAFE.

Each jurisdiction should have a tattle-tale system where if enough individuals report a particular driver's infractions, he is required to re-test at the government's expense to maintain his licence.

NO NO - IT SHOULD BE THE DRIVER EVERYONE IS COMPLAINING ABOUT expense. Otherwise I agree.

Avoided getting hit last month by an inattentive police officer making a left hand turn in front of us.  I had to make one of the most abrupt deceleration from 60>10 in a very long time. 

My rider (wife) said he was playing with a phone.  We did not chase him down but had very close eye encounter.

As to slowing down and getting away if one read the attached piece the driver indicated he had both slowed down and sped up to get away from the other but the other driver stayed with/next to him.
