I think the spiral effect is actually an artifact of the camera/lens that took the picture.

Particle beam projector.  The NWO uses it to, among other things, manipulate the weather.  There's one in a "whirl tower" at NAS-CC. I can see it from the back yard.

The light spiral are from a rocket that was launched from a nuclear submarine in the White Sea in Russia, and that something has gone wrong during or shortly after launch.

- The launch was announced in advance.
