What I initially thought was a faulty PC led me to do the Pingel swap. In the process of replacing the valve I discovered that the stock filter "sock" was restricting flow from the tank. The stock was not clogged, but contains a rubber grommet inside at the top of the PC tube, and the grommet had dislodged, rotated, and became a restriction at the mouth of the tube
