I'm betting a dirty switch (and not a relay). There are electrical cleaner/lube sprays (like by CRC) with the little skinny nozzle which I stick in the rocker switch crack and spray and work the switch a few seconds. Disassembly is more work but might be necessary, but I've never had to do it.
I run off-road 80-100 watt halogens in my interstates, and rarely hit the brights (and even more rarely ride at night). My trouble is one bulb tends to go out once in awhile, but it's not the bulb, just the connection, so I get off and press my thumb against the back of the electrical plug, and I have two lights again.
I generally squirt this stuff in all my switches and keyholes after any rain ride and after washing (and drying).
This stuff is very good (if Radio Shack is still around anymore).
