I don’t know what your weather is out there this time of year but fresh air, sunshine and physical activity is good for the mind and body, it’s therapeutic. Florida has had many courses open but their environment is different down there. I believe parks and fishing should also be permitted as well as most everything recreational and work outdoors related.
The governor of Florida was on tv the other night explaining how golf courses were taking precautions to help golfers be safe out on the course. Singles only in a cart, sanitizer at all holes, no flags in the cup to pull as well as some other precautions and he said it all seems to be working well. They have one of the highest population of seniors and very low issues.
I would take opening golf courses as a good sign of a beginning, a small step forward. The waters need to be tested and the only way to do that is to let people try to get some sense of control over their lives.

I think golf courses are some of the most beautiful places to visit and walk around.
I like that they're quiet with no loud music thumping.
I never minded carrying a bag of clubs, but riding the quiet carts was fun too (and could carry iced beer).
But the balls are too small, and the clubs too long, and how in hell are you supposed to whack those balls in straight lines to the next hole? I was always on some other fairway, shooting back toward my fairway. And got a lot of dirty looks and laughter. My shots were described by more seasoned players as tops and skulls and hooks and slices and shanks. I have no idea why they gave all those different names to crappy shots. I was a good pool and billiard player, so I could putt pretty well..... if I ever made it to a green.
Hey buddy, the hole is this way (pointing).
That's your hole, my hole is over that way (pointing).
So I gave it up.... but enjoy it on the TV from time to time.

The Wisconsin state parks were open to the public and they were free to get in but there were record number of people gathering in groups there and there's lots of vandalism and trash left behind so the governor shut down some of the parks, the ones by me are still open. Half the problem was it was free to get in instead of the normal charge.

Jess, I play military golf: left..right..left..right.....and on and on and on! If I end up in a sand trap, my sand wedge has a flexible shaft, 5 fingers and is quite accurate. I usually shoot in the 70's, any colder or hotter and I'm not playing. I do enjoy the game, the outdoors, the exercise, the 19th hole.  Played with my daughter Toni a while back up here in WI. On one hole she hit a mighty drive and couldn't find her ball for the longest time....see picture. I told her she had to play it where it lay. We don't play very good but sure have fun while doing it.

No reason that you can’t golf safely without precautions and some changes like no pin removal, no club rentals, closed clubhouse, no ball washers, etc. Our golf courses are scheduled to be opened on May 19 with a strict set of rules like that...and I’m more than happy about it (my son’s summer job is at a golf course and I want him out of my damn house  ). If people are immune compromised or elderly, no one is forcing them to golf or fish or leave the house. Yes, a few are going to get it. Many will get it without even knowing. Here in our part of the country, we’re sparsely populated. We have no crowded public transit or subways. We can...and usually do...stay out of each other’s personal space. We’ve only got 6 people with it in hospital in our whole province. No reason we can’t responsibly and carefully reopen. If we’re a year or 18 months from a vaccine, we can’t live shut in til then. We need to help out our vulnerable people by delivering food, etc, but the rest of us are going to have to live our lives at some point.

Here in the KC Metro area - fairly large number of people, but nothing in density to compare to NYC or DC. About the biggest transit system are buses. OTOH - you head west and you have some counties that have more livestock than people (and winter wheat is the big crop) - there's around 30 KS counties that have zero COVID 19 cases - all in the sparsely populated areas. These areas could probably be open for business as usual tomorrow. I want good common sense guidelines - not orders. I'll go break orders just to cause a public nuisance to everybody. And I'm getting tired of nonsense instructions from politicians (BOTH PARTIES !) who don't know their backside from a hole in the ground and are too full of themselves to listen to the people who are the real experts.

I thought all WI state parks were closed, guess not up by you. To close Cadiz Springs state park and New Glarus woods state park both 20 miles or less near me is dumb. Neither state park gets more than a few visitors per day is all, especially Cadiz Springs which has the small lake. I can see trash being an issue anywhere not just state parks but further away tourists from far and wide have seen ruin it for the locals more so than anyone else. Bring it in take it out seems common sense to me something which is lacking in WI apparently. As far as golf, I shoot a mean game of golf also shooting in the 70's, but that is for 9 holes NOT 18.  It takes me half the time to find that dinky golf ball somewhere in the wooded area usually, thus never played 18 rounds of golf only have time in one day to shoot 9 holes.

I don’t know if a potato would survive the forces required to launch it 200 yards. But I do know that a cut off 2” trailer hitch ball fired straight up in the air by some dumb assed farm kids takes a looooong time to land and will fall with enough force to go through the shingles, roof, insulation and ceiling of the workshop they ran and hid in and make a dent in the concrete floor. And I know those kids can frantically patch said shingles, roof and ceiling before their dad gets home and he still doesn’t know about it to this day.

that is a hilarious story on the ball hitch going thru dad's roof. darn kids past and present..  one of those 'here hold my beer and watch this' story...  2 things I learned as first a very young kid is do not take a dare from your older brother sticking your tongue to the metal pole of a clothesline in the cold WI winter and as an older kid do not be near my older brother when he shoots a deer right next to me slightly in front to the side with his .270 caliber Remington 700 bolt action rifle barrel is about 1 foot away from my right ear. The first tongue issue was bleeding a lot after I ripped it off, the 2nd had severe throbbing pain and ringing in my right ear with am sure 90% loss of hearing from the gun BLAST age 17 or so enough to cause me to cry and ringing never stopped for 2-3 days afterwards finally gaining my hearing back after a few weeks of misery. Pretty much stay clear of my older brother after that last deer fiasco.  He does golf though and invited me but he is pretty good on a golf club league and all enters tournaments and usually places he shoots mid 40s to low 50s 9 holes which is pretty good near twice as good as me shooting 70 for 9 holes. I can get that ball close to the green in 3 shots, but usually end up 3-4 putting the darn thing. and yes, I do not play golf gave it up soon after high school only playing about a dozen times in my life never understood the concept of hitting a small white ball and then taking 30 minutes to find it, then hit it again and again, all to do it over and over and over. Plus, last time we went we got kicked off the golf course for tipping their rental golf cart over on the fairway on a very uneven surface going full blast. Throwing clubs and bending one around a tree does not help either. I can find other ways doing other things that make me frustrated.

They are.  But once they are made into golf courses, they don't like you playing through with a fouling piece, kicking up and shooting birds from the rough with your retriever. And yelling "FOUR" before shooting doesn't make it OK either.
