Term limits are needed, but you are right Jim. The pure numbers of government employees, career civil servants and SES (senior executive service), including all the staffs of all the Federal executive departments constitute more of the
swamp than Congress.
There's also the routine phenomenon of high level appointments in Federal government (deputy undersecretary, under secretary, assistant secretary and so on) being eligible to
auger-in following the end of their appointments (when the Party in power leaves, all (or most) of these appointments get replaced), and these folks then apply to transfer sideways into high level civil service or SES positions in the same departments they have experience and background in.
And really experienced congressional staffers get good pay and are in high demand.
And all the professional lobbyists are private and unaffected by elections, and continue to buy politicians for a living.
I've always believed a great idea to remedy this would be to move the national Capitol to the dead center of the country.... like Lebanon, Kansas. Well away from either leftist coast. And start over.
The best example (to me) of a movie accurately depicting the behind the scenes power in Congress was Jimmy Stewart's
Mr Smith Goes To Washington (one of the best movies ever made). Where Jean Arthur, his top staffer has to teach him how to offer a bill to congress. It was made in 1939, and is as relevant and important of a message today as it ever was. Especially the part where he goes around town punching reporters in the nose.
