One-off for sure. Though it may have been cannibalized from something else and moved/modded to the Valk.
It doesn't look like it would be for a fuel tank at all (quick release fuel lines?). More like a modular setup for mounting a movie camera or something.
The lower flat-rail outboard of the fender does not look like a trailer hitch either.
It seems like the upper rack and lower rail are designed to do something in combination.
The tank destruction doesn't look like a wipeout; more like something fell on it, or the bike fell off a trailer.
