The Governor has issued, many (hard to count) Executive Orders.  So, I thought I'd actually read some and see what they said.  They are verbose but you might find some of the contents "informative". 

Executive Order 2020-36 Signed May 15, 2020.

All previous orders are included.  That is every other 15 day order is now reauthorized (dating back to March 13, 2020)

Section 1 Item E
This Section shall not be interpreted, applied, implemented, or construed in a manner so as to suspend, restrict, or otherwise limit the authority of the undersigned or the South Carolina Department of Commerce to issue, provide, or promulgate any necessary and appropriate additional or supplemental clarification, guidance, rules, regulations, or restrictions regarding the provisions of this Order or of Executive Order Nos. 2020-18 or 2020-21, as previously amended and extended. I further expressly authorize the Office of the Governor (“Office”) to provide or issue any necessary and appropriate additional or supplemental guidance, rules, regulations, or restrictions regarding the application of this Section or to otherwise to provide clarification regarding the same, through appropriate means, without the need for further Orders.

The last line implies to this non legal scholar that the Governor's authority is no longer limited and he does not have to codify any additional requirements in any documents as long as the "intent" is to implement the "intent" of this and all previous orders.

Things included in Executive Order 2020-34, issued May 15, 2020.

Section 1 Item F
All licensing and registration requirements regarding private security personnel or companies in protecting property and restoring essential services in South Carolina shall be suspended. 

The South Carolina Law Enforcement Division (“SLED”) is directed to initiate an emergency registration process for those personnel or companies for a period specified, and in a manner deemed appropriate, by the Chief of SLED.

Section 5 Item A

 I hereby authorize any and all law enforcement officers of the State, or any political subdivision thereof, to do whatever may be deemed necessary to maintain peace and good order during the State of Emergency and to enforce the provisions of this Order and any prior or future Orders issued by the undersigned in connection with the present State of Emergency.

Hey Jim, it's nice to see (read) that SC has kept it's lawyers working during the current difficulties.

That is some finely crafted legalese doublespeak right there. 

Don't read too many of those all at one time; it's bad for the eyes and head.  But it may help with your regularity.   Grin

Jess,

I did not show any of the five or so pages of "whereas" statements. 

And, to answer your question, I suppose enforcing the laws on the books.  But the way I read that statement is that there are no limitations on what law enforcement can do. 

But, I never went to law school.
