At the 4:06 mark D Ray flips the carb rack over and at the top of the rack (which is really the back of the rack when on the bike) right in the middle are 2 hose ends sticking out side by side are these breather hoses or do they connect up to something?

Also when I got the airbox out this object was rolling around on top of the carb rack what the heck is it. It looks like it has tiny electronics in it.

The two black rubber hoses you are referring to (side by side in the metal bracket) are breather hoses. They remain open.
