Be absolutely sure it's the swing arm...
Mostly it's the nut cage or the fender, and the rubber will carry over and settle on the swing arm. Seen it over and over and over. Examine up in the fender VERY carefully (it'll just be a small shiny spot).
Slide some duct tape through the gap on the swing arm...see if it's really rubbing.
BTW...if it doesn't rub the swingarm while static, it won't rub underway unless something is BROKEN.

its a 205/55/16 and it is definitely rubbing against the swingarm. all the damage is already done and it is so slight that i'm not too worried about it - i just don't like having a strip with 1/16th less tire on the side. i thought i read that someone did something to get the tire centered a little better onetime?

My first 205/60 would touch the swing arm on one side. I raised the air pressure a few lbs. and it stopped. With the Goodyear TT there is a credit card's clearance.

There are ways of centering the fender on the tire, but not moving the tire laterally relative to the swingarm. However, I've heard of some using a BFH on the swingarm tube to create a little clearance.

Gryphon, that's NOT a BFH, it is a large adjusting tool.

i upped the psi to 45 from 30 and will test it out and deflate from there - its an 'atr sport achilles 205/55/r16 91v' definitely not a common brand. i need to look up the last one i had with the more flexible sidewall that lasted longer than all the others - this is the fifth or sixth different car tire brand i've tried. the others ranged from 17k to 30+k of wear.

My 205/60 was rubbing on the swingarm. What I found was that the corner gusset plates that are welded in the right front corner of the swingarm were rusting. The top and bottom plates meet along the inside centerline of the driveshaft tube...but that seam is not welded. Well, water was getting in there causing rust. And because of the rust, the edges of the plates were pushing out horizontally away from the swingarm. I hadn't noticed it when I put the tire on, but it was plainly obvious when I pulled the tire to see what I could do about the rub. I was able to use a thin screwdriver and a pick to scrape/dig all of the rust out of the seam that had opened up, then I was able to knock the lip back down flat and sprayed it with primer and paint. I went from a mild interference to more than 1/8" of clearance...probably closer to 1/4" of clearance.
