99 interstate 26000 miles no prior issue switched tanks with another IS tank , removed petcock from it and put it on new tank, installed everything back including the tank vent and the petcock vent vacuum line , turns over but no start, jumped start with my vehicle battery with car not on, no start same turn over . Note: One thing I noticed before emptying the tank I had it sitting even and turned the knob on no gas came out as Im trying To empty it. Didn’t really understand why. Carb bank line are secured, no leak from petcock. Tried reserve and nothing. Haven’t really checked anything else. Thank you all in advance

If the petcock is working it should NOT flow any gas in any position on and or reserve if there is no vacuum applied to that vacuum port

Bad petcock or vacuum line to it. If a bad vacuum line the motor would be running rough due to the vacuum leak. Try applying a little suction to the hose with your mouth or a MityVac(preferable). If it doesn't hold a vacuum and allow fuel to flow, then you have a bad petcock.

Everything was working before switching tanks and never had an issue with the existing petcock, it’s the same one I’ve had on the bike with no issues. Still kinda strange tho

It's been a while, but if you turn the enricher on, and crank for a long time, you should smell fuel from the rear. No smell, no fuel getting into the engine.
You could also check the sparklers for a spark.
Who knows what you hit when you had it apart.
I fell no fuel in the carbs. Now you have to confirm, then find out why.

Something may have gotten hit while you changed tanks out. Treat the bike like an unknown, non running bike.
Fuel, spark, air. Have all three. Just start with the basics and work your way along.
I don't want to be insulting but did you check the kill switch? Pulling the tank off, I don't remember any wires that can get caught up or pinched out so I can't think of anything you might have done other than hit the kill switch.

I'm new here and feel a little unworthy to try and give advice but..... sounds like the bike turns over but wont start it may not be getting fuel to the carbs. In my experience when reinstalling the petcock on off switch it's easy to get the dial in the wrong position (on, off,reserve) when screwing it into place if perchance you screwed the dial on with it in the 0n position when the petcock was really in the off position then that might be a problem.

This may sound silly but is it possible you put like a half a gallon in the new tank but you are not set on reserve?

I would double check the vacuum line. Make sure it’s not kinked, split, still connected on both ends. If all you changed was the tank, should be something simple.
