A Sensible Gun Registration Plan That Will Work

--------------------------------------------------------------------------------

Vermont State Rep. Fred Maslack has read the Second Amendment to the U.S. Constitution, as well as Vermont 's own Constitution very carefully, and his strict interpretation of these documents is popping some eyeballs in New England and elsewhere.

Maslack recently proposed a bill to register "non-gun-owners" and require them to pay a $500 fee to the state.

Thus Vermont would become the first state to require a permit for the luxury of going about unarmed and assess a fee of $500 for the privilege of not owning a gun.

Maslack read the "militia" phrase of the Second Amendment as not only affirming the right of the individual citizen to bear arms, but as a clear mandate to do so. He believes that universal gun ownership was advocated by the Framers of the Constitution as an antidote to a "monopoly of force" by the government as well as criminals

Vermont 's constitution states explicitly that "the people have a right to bear arms for the defense of themselves and the State" and those persons who are "conscientiously scrupulous of bearing arms" shall be required to "pay such equivalent."

Clearly, says Maslack, Vermonters have a constitutional obligation to arm themselves, so that they are capable of responding to "any situation that may arise."

Under the bill, adults who choose not to own a firearm would be required to register their name, address, Social Security Number, and driver's license number with the state.

"There is a legitimate government interest in knowing who is not prepared to defend the state should they be asked to do so," Maslack says

Vermont already boasts a high rate of gun ownership along with the least restrictive laws of any state .. it's currently the only state that allows a citizen to carry a concealed firearm without a permit. This combination of plenty of guns and few laws regulating them has resulted in a crime rate that is the third lowest in the nation

This makes sense! There is no reason why gun owners should have to pay taxes to support police protection for people not wanting to own guns.

Let them contribute their fair share and pay their own way.

To those that say this is BS......(it obviously will never be instated) but its not silly.  Its more silly to make gun owners jump through firey hoops and pay lots of money to exercise a RIGHT given to all of us by the constitution.

Id rather keep lists of those without guns instead of those with guns.  We should have annual state run and funded shooting compititions and award monthly gun owner awards for the nicest best looking and maintained gun collection.

The states could use that $500 collected from each gun NON owner to buy the rest of us the ammo for the shoot off!........

This keeps getting better the more I think about it

Like I always say, I have NO problem with someone who doesn't want to own a gun, I just think they should all have signs in front of their houses stating "THIS HOME PROUDLY 100% GUN FREE!"... Wink

  A few years back our local papers NEW Editor decided that she wanted to publish the names of every gun permit holder in the county. She started by publishing the names of a few politicians and local celebrities that had permits including my father. (Since he was a New Haven councilman). When dad saw this he emeadiatly called one of the reporters he knew at the paper to ask WTL was going on. The reported told my father that the new Editor was from Boston and this is what she wanted to do. Even after he told her that it was a mistake. You don't do that in Indiana. She would not listen. It was not until a local Rock Station  DJ who is a avid gun owner announced on air that if she did this he would announce on the air the names,addresses and phone numbers of EVERY employee at the paper. Needless to say she didn't npublish the names. In fact my dad found out later that she left Ft Wayne and went back to Boston.....

Our rag of a paper did just that a couple of years ago........they published EVERY person in the area that holds a CCW.  Some of the people listed are friends of mine.  One is a current city council member and another owns a local transmission repair shop that's been in business for years. 

What they did was unconscionalbe and unforgiveable. 

chrisj may remember reading that in the Northwest Florida Daily News. 



Not only have they done that, but just last year, they published the salaries and annual pay for EVERY government employee in the county and all the city governments in the county.....including all teachers.  They said that since these people are paid with taxpayers dollars, then citizens have right to know what other people make. 

This paper will stop at nothing to stoop to new lows.

Well, youse guys just confirmed to me why I dont have a CCW or any gun registered.  I dont trust the government.  Id rather take my chances after I kill an intruder and they ask wheres my registration (which is not required yet) I just dont want them to have my name at all when it comes to guns, whose got them......I carry in vehicles not concealed on my person............so, at least in Florida, Im totally legal most of the time. 

I know.....if you have to make three distinct moves to get to the gun it may not be quick enough, I have had lots of training, I know how fast someone can ruin your day.  My .357 isint there to win a fast draw......its just a safety layer that I hope I never need.....the spur of the moment encounter i plan to use my brain first.....then see what happens, unlike Obama I know that talking will probably fail, and will be ready (I hope) if more convincing measures will be be needed

Actually, I think it’s a pretty good idea.

Even if it has no chance to pass it would do my heart good to see the anti-freedom people on the defense instead of the offense for a change. Also, they do cause us all to pay higher insurance premiums because of the higher crime rates they cause.

Well first, I agree with the philosophy of making non gun owners pay fees.  I also think they need to display a sign in front of their yard along side their "ADT" sign.  I personally would put a sign up stating "I am armed and dangerous.  My neighbor (with the arrow pointing at their house) is against gun freedom.  I respect his right to feel that way and will not infringe upon his rights.  Have a nice night".  However all of my neighbors are gun owners.
Second, let em publish the names of people who own CWP.  Its a matter of public knowledge anyway.  Any one can go down and pay a fee (there is always a fee) and get a printed out copy of CWP owners.
I dont see how that will help the criminal.  First of all, most CANT read.  Second of all, those that can, DONT read.  Third of all, as stated below, you just "flashed" that "Dont Tread on Me" sign.  They will look at the list and hit someone else's home.  (As far as the government, well that's a tail of a different color.  However all around the world, citizen's of other countries fight the government with all types of "armament".  Many are very successful too.) 
And most importantly, criminals dont look for people who are "aware".  When they "abduct" someone it is USUALLY someone who is not paying attention to their surroundings.  For instance, a woman putting her groceries in the car with out looking around to see who is approaching.  Walking out to the car with out looking around, even behind you etc.  They look for a 'victim'.  If you dont victimize yourself by walking around like an airhead usually you do well.  However if you have a CW, you need to be prepared to use it.

Great point, and it needs to emphasized. You need to be "prepared AND capable".
One without the other isn't much good. I, myself, am prepared but I'd still like
to be a little more capable. Practice, practice, practice!!!!

When TX instituted CCLs, I was among the first.  Then I thought about it and let it expire.  I like Ted Nugent's take that the 2nd Amendment is all the CCL I want to have. 

As for legislating mandatory gun ownership, Kennesaw, Georgia is an excellent case study of its effect on crime.
