I don't know for sure, did not do any measuring but might be how the city is formed, established, whatever rules the state has.
Here is the rest of the story. We arrive in War, WV and notice all these ATVs and stuff at the gas station, get lunch/dinner, not many cars.
I use an E-Cig and the wife and I both use in the ear earphones for listening to music, books, whatever.
I needed to swap the battery in the E-Cig so we pulled over in front of this building (like an old gas station ) which is now, it appears to be, a towing business.
We pulled over in front of the business, no parking areas were identified, so we figured it would be OK. Minute we pulled in a lady starting asking if she could help us over a PA type system (could not see her).
Wife said the lady was getting a bit insistent about what we wanted (we had not gotten off the bike, engine was still running) so I pulled up about 20 feet so we were no longer in front of the building. I could not hear the lady with my earphones in, but the wife could.
After a minute or so a gentlemen comes out and asks if he could help us (basically inquiring why we stopped there). I told him and then he asked where we were headed. After I told him Beckley he got much more cordial (especially after I told him we were from SC and riding route 16). We talked for a while and then we asked about town and that is whey he told us it was War and it was the most southern city/town in WV.
After we talked a little longer he asked if we were taking 16 all the way to Beckley and I said yes.
We then parted, he wished us well and we were off.
Not sure what prompted the interchange but..... If you ever visit War, just remember you might be considered an outsider.
