I had much the same problem(due to my svelte figure) with regular 12" Progressive shocks for a Tourer. I already had a set of I/S Prog. shocks and tried those but were a bit harsh. My final cure since I ride alone 100% of the time....I changed the springs on the Tourer versions, installing the springs off the I/S version. Problem solved. Set them in the middle and I'm good, still a bit more solid than I like but not as stiff as the I/S and better than the Tourer version with its original springs.
I made my own tool to compress the shocks, it enables me to remove the springs and reinstall others.
