I have progressive rear shocks on my interstate and they bottom out with two up the tag on the shock says 440-4221 doesn’t anyone else make rear shocks for the interstate or can I just get a stiffer spring ?

Yeah I removed the shocks and set them on the bench to make sure I was adjusting them to the max

I'm happy with riding two up. My wife and I only come in at about 330-350 lbs with gear. Not sure what kind of weight you are riding around with. Another guy took my lead and ordered some Bitubo's from Europe and he is happy with them except he said they were rough for him. He had air shocks before so........actually he didn't say rough he said a bit stiff for him.

Personally I like the ride the shocks give me two up or one up. I do have to change the damper setting for one up or two up which is really easy. I don't touch the preload that was setup for my two up weight.

I wonder how that worked.  My 440s were/are a SOB to turn and I needed them to be on the bike (to hold them secure) and used a strap wrench on them to turn.  All the way out/up is loosest, and all the way down is tighter preload for heavier weights without bottoming (and rings appear in the top center as you turn them down to harder).  And they go 10 full 360 degree turns.   Did you chuck them in a vice?

Progressive will not rebuild the hydraulics on 440s (for years now), but they might be willing to install heavier springs in them.  The 4221 number on them indicates the spring rates, but I don't think that information is on-line anymore.  But you could call and ask their tech folks if that was a heavy duty or standard spring rate (and if they will change springs).  

All 440s leak down eventually, so yours aren't leaking?

Yeah I put them in a vise and turned them all the way in and no leaks yet, dry anyway
