When states do catch individuals voting large amounts of votes is anything happening to these people or are they just verbally telling them they shouldnt do that? I havent seen a conviction or a penalty yet.

Depends on the State and even city or town where they are caught. If it is a Democrat State or city the penalty is community service which requires them to count votes.

You'll note a lack of sense of humor in some when they read this.

Which if you think about it is about the dumbest sort of community service these lawbreakers should be involved with.

I found a number a record of a number of convictions in a number or elections, including :
Republican convicted of election fraud helps lead Trump rally baselessly claiming election fraud
https://www.michiganadvance.com/2020/11/15/republican-convicted-of-election-fraud-helps-lead-trump-rally-baselessly-claiming-election-fraud/
and
Ex-Philly election official pleads guilty to stuffing ballot box for Democrats
https://nypost.com/2020/05/21/ex-philly-election-official-pleads-guilty-to-voter-fraud/
So from what I can tell, they do prosecute folks ( Rep and Dem) for voter fraud when CLEAR evidence is discovered.

Penalty being????? It should be a severe punishment to discourage it.
