Ya just can't make this crap up. I am guessing she is a California transplant, please vote her out.

Irving Texas, State Representative Terry Meza (D-Irving) has introduced HB196. Her bill would repeal the state's "castle doctrine." This doctrine allows a homeowner to use deadly force against an armed intruder who breaks into his home.
Now listen to what she has to say...
"I'm not saying that stealing is okay," Meza explained. "All I'm saying is that it doesn't warrant a death penalty. Thieves only carry weapons for self-protection and to provide the householder an incentive to cooperate. They just want to get their loot and get away. When the resident tries to resist is when people get hurt. If only one side is armed fewer people will be killed."
Meza was quick to reassure that her bill "would not totally prevent homeowners from defending themselves.
Under the new law the homeowner's obligation is to flee the home at the first sign of intrusion. If fleeing is not possible he must cooperate with the intruder. But if violence breaks out it is the homeowner's responsibility to make sure no one gets hurt. The best way to achieve this is to use the minimum non-lethal force possible because intruders will be able to sue for any injuries they receive at the hands of the homeowner."
"In most instances the thief needs the money more than the homeowner does," Meza reasoned. "The homeowner's insurance we reimburse his losses. On balance, the transfer of property is likely to lead to a more equitable distribution of wealth. If my bill can help make this transfer a peaceful one so much the better."

Good grief, that woman is about as stupid as the Michigan bimbo that posted a video warning all Trump supporters to "look out."  People like that are in bad need of a dose of reality...a large dose. uglystupid2

The bill doesn't go far enough.  People must make their intruders dinner and wash their clothes, and give them their car.

What is it with lunatics running for office?

The next bus load of felons should be delivered to her house for some of that equitable distribution.

Apparently, a lot of the "quotes" attributed to her are not hers.

She has put forward amendments to the original law of Texas.

"SECTION 1.  Sections 9.32(a) and (c), Penal Code, are
    amended to read as follows:"

Seems foolheartedly to me.  But she is a relatively new Democratic Rep.

I like the law the way it is, with the "He needed killing" attitude.

Jim, does this bill have a chance at becoming law? It's very disturbing and un-American at the very least.

I would propose a compromise bill where it is optional and people that want to participate post a "willing victim" sign in their yard so that the bad guys don't risk injury by going to the wrong house.

If you leave it up to Dallas, San Antonio, Austin, El Paso, and Houston voting it will pass. The liberal transplants are flocking here like they did to Colorado 30 yrs. ago. And you see what happened there. They start by infiltrating, school boards, city council, county boards, and state legislature. Takes time but it happens. Right now it will not  happen but it could very well in the future.

Being from Virginia, I absolutely feel your pain.

It's already happened here (before my eyes), though we still have a strong and hard working minority with a vast majority of territory.

VA probably beat TX (to the drain) because it was a shorter drive to get here.

And that (damnable) geographical proximity to Sodom on the Potomac (also known as DC, which infects everyone with the big government disease, which is kind of like a combination of the clap and schizophrenia, with delusions of grandeur.)

RP, here's your "willing victim" sign.  Easily available on the internet for volunteer victims - aka Californicators.

Semo, the Californicators continue to ruin Colorado.  You might not believe the growth now.  Very depressing.  When I moved here from liberal WI in 87, CO was solidly red.  Then changed to purple, then blue, and now PINK (openly gay governor, "how wonderful Colorado is so progressive"  - but he was firmly in the closet until after the election - replacing term limited Dickenpooper oops lefty Hickenlooper who then displaced our last sensible congressman.  Recall Hick was a saloonkeeper in LoDo Denver - still is, great political qualification - who decided he wanted political power so ran for mayor.  The left voted him in; the Californicators having displaced the blacks - he did a couple terms than ran for Gov.  Then decided the next step was Prez but couldn't compete against the plethora of lefty candidates, so failed there, then subsequently was successful getting the nod from the left's PAC for Congress.  I'm sure he's not done there either.  Unless he just gets too old while in the Senate.)

While what she's actually proposed and said is plenty idiotic, the quotes from the state rep in the OP are made up.

Her actual words:

"My bill HB 196 and my position on the Texas Castle Doctrine has been misrepresented in the news as of late.

It does not repeal the Castle Doctrine, and it does not restrict homeowners from using firearms in self-defense as applicable to current Texas stand your ground laws.

What my bill would do if passed, would require a homeowner to exhaust the potential of safely retreating into their habitation before using deadly force in defense of themselves or their property.

I filed this bill because the castle doctrine as it currently exists emboldens people to take justice into their own hands. While theft is obviously wrong, we have laws to address that. I don’t believe that stealing someone’s lawn ornament should be an offense punishable by death. "

Luckily our governor is (mostly) sane, his response:

"Let me be clear.

The Castle Doctrine will not be reduced.

We won’t force Texas homeowners to retreat.

Especially with the crazy “defund police” ideas, homeowners need to protect themselves now more than ever.

We will protect 2nd Amendment rights."

And laying a duty to retreat on top of an existing castle doctrine would just be stupid and confusing for the people, police and the courts.

The traditional duty to retreat still never required retreat when that put you at risk (of being shot in the back or similar), and was always least applicable inside your own home.

I tend to agree with her about using deadly force to protect my lawn ornaments, but I don't think lawn ornaments was a principle focus of any castle doctrine.

Now if she want's to exclude lawn ornaments from castle doctrine coverage, I'm good with it.

But a flag is not a lawn ornament.
