Most have either Lowboy or Bigboy, and while the Bigboy is 2" taller, I really don't know about wider.
Bag lid clearance can always be remedied by switching to interstate cable connections and ditching the tourer hinges. BUT, if you have 97-98/9 tourer bags, the inside of the lids do not have the interstate cable attachment points. You can do a workaround by running slightly longer home made cables to the latch hardware, but it's a PITA.
It remains unclear (to me) whether the 99 Tourer lids were the same as the new 99 interstate lids, or if it took until 00 before they all started using the 99 interstate lids. Many small changes in the 99 interstate were adopted in the Standards and Tourers (like one piece rear end dampers), but when that happened is not always clear, and may have even happened in mid model year's assembly.

Though this discussion is irrelevant to Tsukayu bags.
Finally, all aftermarket bags look better mounted as tight to the bike as possible. BUT, if there was a small clearance issue (with lid hinges), adding a washer or two to the Tsukayu (Strong/Jumbo Strong) upper bag mounts would likely solve the problem.

Also, if you scroll around on the Tsukayu website, you can find pictures of their bags on different bikes. Right now, the only pics of Jumbos on Valks is with OE and Corbin seats.
