I am a resident in U.K. just bought a fresh from Colorado 1997 Valkyrie are there likely to be any restrictions/modifications applied to the carburettors for emissions laws there? Hearing all sorts of horror stories relating to having to desmog the carbs

No restrictions or special requirements here.  Chances are good your carbs will be stock.  

My county doesn't do emissions inspections, I'm not sure if they're required elsewhere in the state.

No worries if it is (properly) desmogged; that'll just prevent hose cracking issues in the future.  Just remember to replace your vacuum caps every so often. Desmogging won't affect your carburetors at all.  cooldude

My 1997 Silver Bullet has the 38 slow jets and is desmogged.  My Interstate is also desmogged.

Even if you have a California bike, it's still not too much.  Mainly a vapor canister to catch gas/petrol vapor, which I'm not gonna pull off, and maybe those PAIR valves?  I'm not really sure what those things do, but they work, and that stuff is needed here.

As Rug Burn pointed out, all US bikes were the same emission-wise, except California models, which you likely do not have (though it's possible).  There were other Valks, made for other countries, but certainly not what you found in Colorado.

This website was created by Dag in Norway, and has a lot of genealogy about Valkyries (and a complete Honda manual), but it is a little difficult to navigate and figure out.

Desmogging is simple. So is changing out a few vacuum lines. If
I hadn't desmogged when I first got my Valkyrie and started
reading the VRCC every day, I'm pretty sure I wouldn't have
done it. I guess it is a lot easier to clean down in there now
that the pair valve is gone...

My bike has a Colorado registration plate 676-HAS with a dealer sticker? Colorado Powersports on rear fender.

The CO registration, plate, & dealer sticker has nothing to do if it is a 49-state bike (likely) or a CA-state bike (unlikely, but possible).

There are no CO State bikes.  (except all states title and register and plate them to collect tax revenue from us.  Something that is probably quite common in the UK too.   Angry

Tax them at sale, some states personal property tax them forever, tax every gallon of gas, every quart of oil, every tire (and again when they get thrown away), inspections.  The list is endless (just like government bullsh!t.)
